Meghalaya Introduces CM-INSPIRE Scheme to Support UPSC Aspirants with Financial Assistance

The Government of Meghalaya has announced a new initiative titled CM-INSPIRE (Chief Minister’s Incentive Scheme for Promotion of Intellectual Readiness & Empowerment) to encourage and financially support students preparing for the Union Public Service Commission (UPSC) Civil Services Examination. The scheme has been launched through the Meghalaya Administrative Training Institute-All India Services Pre-Examination Training Centre (MATI-AISPETC) under the Department of Personnel and Administrative Reforms.

Meghalaya Focuses on Increasing UPSC Representation

According to the official proposal, Meghalaya has witnessed limited success in the UPSC Civil Services Examination over the past several years. The document notes that no candidate from the state has entered the Indian Administrative Service (IAS) since 2013. In response, the state government has decided to introduce a structured incentive program to strengthen UPSC preparation among local aspirants.

The scheme draws inspiration from similar initiatives implemented in states such as Tamil Nadu and Manipur, where financial support programs have reportedly improved participation and performance in competitive examinations.

Financial Incentives Under CM-INSPIRE Scheme

Under the CM-INSPIRE Scheme, candidates from Meghalaya who clear different stages of the UPSC Civil Services Examination will receive financial assistance from the state government. The proposed benefits include:

  • ₹50,000 for candidates who qualify the UPSC Civil Services Preliminary Examination
  • ₹1,00,000 for candidates who clear the UPSC Civil Services Mains Examination

The incentive scheme will apply to UPSC examinations conducted from the year 2026 onwards. The funding for the program will be provided through the designated grants-in-aid budget of MATI-AISPETC.

Objectives of the CM-INSPIRE Scheme

The Meghalaya government has outlined several key objectives behind the launch of CM-INSPIRE. These include:

  • Encouraging youth from Meghalaya to prepare for the UPSC Civil Services Examination
  • Reducing financial challenges faced during competitive exam preparation
  • Increasing representation of Meghalaya candidates in All India Services
  • Promoting academic excellence and commitment toward public service
  • Recognizing and rewarding candidates who successfully clear UPSC examination stages

CM-INSPIRE Scheme: Eligibility Criteria

To receive benefits under the scheme, applicants must fulfill specific eligibility conditions prescribed by the government. Candidates must:

  • Be permanent residents of Meghalaya
  • Belong to ST, SC, OST, or EWS categories
  • Provide official proof of qualifying UPSC examination stages
  • Submit valid caste or income certificates, wherever applicable

The implementation of the scheme will be handled by MATI-AISPETC in coordination with the Department of Personnel and Administrative Reforms.

Online Application Process for CM-INSPIRE Scheme

Applications for the CM-INSPIRE Scheme will be submitted online through the official website of the Meghalaya Administrative Training Institute. Applicants will be required to complete the prescribed forms and upload supporting documents during the application process.

The application form seeks information such as personal details, examination details, contact information, and bank account details for direct benefit transfer.

Verification and Disbursement of CM-INSPIRE Scheme Funds

The official document states that applications will be examined by a verification committee constituted at MATI. The committee will verify documents using official UPSC examination records before approving financial assistance.

After verification, the approved incentive amount will be transferred directly to the beneficiary’s bank account through the Direct Benefit Transfer (DBT) system to maintain transparency and efficiency.

The CM-INSPIRE Scheme is expected to provide meaningful support to UPSC aspirants in Meghalaya by easing financial burdens associated with examination preparation. Through this initiative, the state government aims to encourage more young candidates to compete in India’s premier civil services examination and improve Meghalaya’s representation in national administrative services.
